Legalisation would help that. If prostitution is illegal, it&#039;s much harder to determine that which is taking place between consenting adults, and that which is not. It&#039;s all hidden away and underground

With legalisation, consenting adult prostitutes would get licensed. Those who aren&#039;t licensed would be those people who were not consenting adults, so would be far easier to identify.</description>
